Description of proposal: The Skokomish wastewater facility will be located on a 14.75 acre site acquired by the Skokomish Indian Tribe from the Washington State Department of Transportation. This facility will serve between 2,000 and 3,000 residential and commercial customers annually. The project will collect wastewater from the Skokomish Tribe's Reservation and surrounding area, conveying it to a centralized wastewater treatment plant. Transmission lines to outlying customers will be phased as project develops and budgets allow. The plant will treat the wastewater to a high level of secondary treatment and discharge the treated water to a subsurface infiltration field on-site. Project is intended to mitigate the effects of flooding impacts which have caused over 40% of Reservation septic systems to fail, as well as address a disturbing trend of low dissolved oxygen levels in Hood Canal.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21 C.O30 (2)( c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public or request.
This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by June 30th, 2004.
